After one session in which you finish every working set and your last set, counting the reps you had spare, reaches the top of the rep range at your target effort. With no RIR logged, it takes two sessions in a row. The step is sized from the reps you had left: at least one step of the weights you use, and otherwise at most 10% of the load (5% on isolation lifts).
Yes. Import a CSV export from your current app, during setup or later from Profile → Imported history. Povver reads your last 12 weeks lift by lift and sets your first week's weights from them. Older sessions import in the background, and an import can be deleted from the same screen.
